It happened on 3rd Street in Terre Haute.
Police say driver Collin Richards struck the back of an asphalt sweeper owned by Wabash Valley Asphalt.
Police say Richards fled the scene on foot, but was later located by officers.
Richards and a female passenger were treated at the hospital for minor injuries.
Richards is facing charges of Operating a Vehicle While Intoxicated and Leaving the Scene of a Crash, Causing Injury.
